Elijah Hughes, President
Elijah Hughes practices as an urban designer and strategic planner at HDR Inc in Pittsburgh, PA. His award-winning professional work emphasizes prudent, sustainable, and forward-looking investment by public agencies to foster equitable and impactful outcomes. His SW PA transportation work includes transit-oriented communities and corridor planning for Pittsburgh Regional Transit and a 10-county multimodal transportation plan for the Southwestern Pennsylvania Commission.

Lynn DeLorenzo, Vice President
With over three decades of experience, Lynn has been at the forefront of transformative projects that have reshaped Pittsburgh’s landscape. Her expertise in land acquisitions, strategic analysis, and repositioning of land has consistently delivered exceptional results. As a past president of NAIOP Pittsburgh and a 2022 inductee into its Hall of Fame, Lynn’s influence and dedication to the industry are well-recognized. Lynn is also involved in ULI (Urban Land Institute), is Vice Chair Emeritus of its Women’s Leadership Initiative; is an appointed member of the Moon Transportation Authority (MTA), and a board member of Mobilify, a transit organization devoted to improving transit and mobility in the region.
Lynn joined Fourth River Development this past April as director of Land Advisory Services where she works with firms seeking to develop ground-up multifamily, senior living and student housing.

Andrew Flynn, Treasurer
Andrew is a public finance and policy expert with over two decades of experience leading strategic initiatives across the public and private sectors. He currently serves as a registered municipal advisor, where he represents cities, counties, and public agencies across the country in developing long-term financial strategies to support infrastructure, transportation, and energy systems.
Andrew’s career has spanned leadership roles in municipal advisory, financial technology, and global banking, including serving as Managing Director at BNY Mellon, where he led public finance product strategy and enterprise architecture initiatives.
In addition to his professional work, Andrew is deeply engaged in civic leadership. He is a Commissioner in Mt. Lebanon, Pennsylvania, where he serves as the municipal liaison to the Mobility Board and has championed initiatives to support sustainable transportation, regional collaboration, and economic development. He is also a volunteer firefighter and a certified EMT.
Andrew holds a bachelor’s degree in International Relations and History from Kent State University and is a registered Municipal Advisor. He lives in Mt. Lebanon with his wife and children and is proud to support Mobilify’s mission to create a more connected, resilient, and sustainable Pittsburgh region.

Tosh Chambers, Secretary
At the Pittsburgh Downtown Partnership, Tosh is responsible for the development of mobility and infrastructure in Pittsburgh’s Central Business District, spanning from right-of-way improvement projects to transportation demand management programming. Tosh served as the Program Director of Move PGH, where he coordinated a consortium of transportation service providers to produce Pittsburgh’s first Mobility as a Service offering. He has developed projects, policies, and programs related to smart curb management, electric vehicle charging, and transit integration.

Ken Joseph, Member
Ken currently sits on the Board of the Rail Passengers Association and has been a member of the boards of several organizations, including Children’s International Summer Villages USA, the Pittsburgh Botanic Garden, and the Thomas Merton Center. He has also served on the Allegheny County Transit Council, SPC’s Citizen’s Advisory Committee, and was a founding member of Western Pennsylvanians for Passenger Rail.

Sabreena Miller, Member
Sabreena is a strategist and connector working at the intersection of real estate, community development, and design. She currently serves as Client Development Manager at GBBN Architects, where she leads strategy and partnerships across healthcare, education, arts, and mixed-use development. Her work centers on aligning stakeholders and advancing complex projects with clarity and impact.
Previously, Sabreena helped lead the implementation of Pittsburgh’s EcoInnovation District Plan, focusing on mobility, infrastructure, community, and development. She brings experience in blight remediation, policy reform, and collaborative planning efforts that bridge public, private, and community interests.
In 2024, she was honored with the NAIOP Developing Leader Award, recognizing her commitment to responsible, community-centered development that delivers long-term value.

Janai Williams
Janai Smith is the Managing Director and Principal of E. Holdings, Inc. Janai is a versatile, goal-oriented Program Manager with 20+ years of experience supporting the strategic direction of large-scale programs, setting budgets and managing risks while achieving overall company goals and exceeding customer expectations. As a planner and economist, Janai has been involved in a diverse array of projects, among them master plans, urban revitalization plan, visioning studies, brownfield and infill redevelopment projects, strategic planning and infrastructure improvement programs.
Janai’s interest in urban planning, design and infrastructure programs is rooted in a passion for the creation of sustainable communities that deliver equity in planning and implementation by making connections with people and their built environment. Her affinity for complex problem-solving can be seen in the diverse array of projects in which she’s been engaged from revitalization plans for depressed urban neighborhoods to brand new communities and programs. Leading a process-oriented, multidisciplinary team, Janai’s dedication to achieving consensus in her client’s goals and stakeholders’ vision has made a significant contribution to the successful development of numerous projects.
